There seems to be a possibility of him getting sanctioned by FIFA for doing so, but Harry Kane still goes ahead to show his support for the LGBTQ+ community.
According to Sky Sports, the Football Association (FA) announced in September that it would allow players to wear them as part of this initiative to fight discrimination and in order to support the LGBTQ+ community, and Harry Kane is looking forward to doing the same.

FIFA might be fining teams for wearing rainbow armbands at the World Cup, however, they are yet to state a comment regarding the matter.
Nine European teams have announced their use of armbands, and according to Sky Sports, the UEFA World Cup task force said they asked FIFA for permission to wear them at the World Cup three weeks ago and are still awaiting a response.
Southgate regarding this matter
“The players in particular can’t do much more than talk about those issues and put them on the table because, at the end of the day, we are asking for a change in a country that we respect, has progressed, but we have no control over,” stated the England coach Gareth Southgate.
The fact that homosexuality is illegal in Qatar is one of the many reasons why the 2022 World Cup could become the cause of some serious controversy.
Additionally, many migrant workers are said to have lost their lives building the stadiums for the tournaments due to poor working conditions and exploitation.
